Shigeru Thomas Otsubo is a Professor of Development Economics/International Development and the Director of the Economic Development Policy & Management Program at the Graduate School of International Development (GSID), Nagoya University, Japan. Christian Samen Otchia is an Associate Professor of Development Economics at the Graduate School of International Development (GSID), Nagoya University, Japan. He is also an affiliate member at the African Growth and Development Policy modeling consortium.
