Pamela K. Starr is Professor of the Practice of International Relations and Public Diplomacy at the University of Southern California and Senior Advisor at Monarch Global Strategies. She is an internationally renowned specialist on Mexico and U.S.-Mexico relations. Pamela advises the U.S. State Department and has advised senior politicians on both sides of the border including the U.S. Secretary of State and Mexican Foreign Minister. She has testified before Congress.
