David G. Smith is Richter Professor Emeritus of Political Science at Swarthmore College. He is the author of The Children's Health Insurance Program and Paying for Medicare. His book, Paying for Medicare, won the Elizur Wright Award from the American Risk and Insurance Association.
Smith argues that CHIP has been a wildly successful experiment because it managed to bypass major ideological hot buttons of both political parties... Smith also highlights how CHIP's enduring influences is likely to be seen in other aspects of health insurance coverage programs through its innovations in outreach, enrollment, retention procedures, program evaluation, and the emphasis on quality improvement. --Health Affairs
