J. R. KIRKLAND is a senior partner in FBA Inc., a Washington-based government relations firm. He is currently a Senior Research Fellow at the IC2 Institute. J. H. POORE is Professor of Information and Computer Science at Georgia Institute of Technology. He has served as Executive Director of the Committee on Science and Technology, 98th Congress. of the Department of Computer Science at the University of Tennessee at Knoxville.
