David E. Fraser, Ed.D., MPA, is a scholar-practitioner, executive leader, and educator whose career spans more than three decades in government, higher education, and the nonprofit sector. He serves in an executive leadership capacity as Chief of Staff in Contra Costa County, California, where he provides strategic leadership in legislative affairs, fiscal policy, and program development within one of the Bay Area's largest counties.Dr. Fraser has taught graduate-level courses in public and healthcare administration for more than twenty years at Cal State East Bay, where he is a member of the Graduate Faculty in the Department of Public Affairs and Administration.
