The making of planning policy is a major political and legal issue and there is currently a considerable focus by the government in England, Wales and Northern Ireland on local plan policy making.

Richard Harwood KC is a planning, environment and public law silk at 39 Essex Chambers. He was appointed Queen's Counsel in 2013 and awarded an OBE for services to planning and environment law decision making in 2014. Richard is the author of Bloomsbury Professional’s Planning Enforcement and Planning Permission and other books. In 2015 he was appointed by the Minister for Housing and Planning as the sole lawyer on the Local Plans Expert Group. Victoria Hutton is a planning, environment and public law barrister at 39 Essex Chambers. She has consistently been voted as one of the top planning barristers (under-35 category) in the country. She has gained considerable experience of strategic planning with particular expertise in the context of local plan examinations and the formation of/challenges to neighborhood plans.
