He is the author or editor of several books including: Government and Politics in South Asia (Westview 1987; 1991); Civil Military Interaction in Asia and Africa (EJ Brill, 1991); Bureaucracy in Pakistan (Oxford, 1987); and Ethnic Preference and Public Policy in Developing States (Rienner, 1986). He is currently working on a book-length manuscript on Islamization in Pakistan.
