"This book provides an analysis of the European policy approach to combined heat and power (CHP), a highly efficient technology used by all EU Member States for the needs of generating electricity and heat.

European Law on Combined Heat and Power carries out an assessment of the European legal and policy measures on CHP, evaluating how it has changed over the years through progress and decline in specific member states. Over the course of the book, Sokołowski explores all aspects of CHP, examining the types of measures used to steer the growth of cogeneration in the EU and the policies and regulatory tools that have influenced its development. He also assesses the specific role of CHP in the liberalisation of the internal energy market and EU action on climate and sustainability. Finally, by delivering his notions of ""cogenatives"", ""cogenmunities"", or ""Micro-Collective-Flexible-Smart-High-Efficiency cogeneration"", Sokołowski considers how the new EU energy package – ""Clean energy for all Europeans"" – will shape future developments.

This book will be of great interest to students and scholars of energy law and regulation, combined heat and power and energy efficiency, as well as policy makers and energy experts working in the CHP sector."

Reviews for European Law on Combined Heat and Power

Sokolowski masterfully leads us through the historic and market forces that have shaped cogeneration's role in the energy sector and the legal and policy approaches governing its use to the current day. Although the focus is on cogeneration, his analysis provides ample food for thought in assessing the role of other forms of generation in today's environment. -- Stephen G. Burns, Former Chairman, U.S. Nuclear Regulatory Commission, United States This is a most welcome book on CHP and its development from a legal perspective in Europe. It presents a much-needed comprehensive legal overview at what is happening at each Member State level. It will be a sourcebook for those working on CHP into the future and there is an exciting range of conclusions on CHP to consider now and into the future in terms of EU law and policy formulation! -- Raphael J. Heffron, Professor Global Energy Law and Sustainability and Jean Monnet Professor in the Just Transition to a Low-Carbon Economy, Centre for Energy, Petroleum and Mineral Law and Policy, University of Dundee, United Kingdom With this book, Maciej M. Sokolowski provides the first comprehensive academic review of the regulation of combined heat and power in Europe. His book takes a critical look at the achievements in CHP policy and regulation so far and the regulatory toolbox developed. It also looks ahead and provides for some insights as to the future of CHP regulation. -- Catherine Banet, Associate Professor, Scandinavian Institute of Maritime Law, Petroleum and Energy Law Department, Vice-Dean for International Relations of the Faculty of Law, University of Oslo, Norway Sokolowski-sensei, an excellent European energy expert based in Japan, delivers a well-done guidebook on an increasingly important area of EU law: cogeneration - a technology focused upon in his book from different angles, i.e. national, pan-European, and global, tracked thoroughly in the past and current laws and policies, equipped with telling scenarios for its future development. -- Katsuhiro Shoji, Professor of European Union Law with a Jean Monnet Chair ad personam, Director of the Jean Monnet Centre of Excellence, Keio University, Japan Cogeneration harnesses heat from industry to produce electricity, reducing the need to rely on fossil fuels. Although the concept is simple, it is no easy task to understand the complex regulatory issues involved in expanding cogeneration. Maciej M. Sokolowski provides an enlightening and invaluable guide to this complex terrain. -- Daniel Farber, The Sho Sato Professor of Law, Faculty Director of the Center for Law, Energy, and the Environment, University of California, Berkeley, United States By writing a comprehensive book on a complex theme as combined heat and power is, Maciej Sokolowski has once again proven that he is a talented gentleman who could wear the professor's hat as once Professor Zmijewski (1949-2015), our great Polish top-energy expert, called him. -- Rafal Czaja, President of the Prof. Krzysztof Zmijewski Association for Efficiency, Poland
