GEOFFREY ROTHWELL is a senior lecturer in the Department of Economics at Stanford University and a senior research associate at the Stanford Institute for Economic Policy Research. He received his MS and PhD at the University of California, Berkeley. TOMÁS GÓMEZ is a professor of electrical engineering at Universidad Pontificia Comillas, Madrid, Spain. He is currently Vice Rector of Research and formerly was the director of the Instituto de Investigación Tecnológica at the same university.
