A Framework for Development (1981) focusses on the link between the European Economic Community and the 60 African, Caribbean and Pacific (ACP) states. It reviews the experience of EEC–ACP cooperation in the 1970s and comments on the provisions of the second Lomé Convention which was signed in October 1979. The book places EEC–ACP relations in the international political economy context of North–South issues and examines the nature of the Lomé link as a framework for the development of the ACP countries. It contains extensive statistical detail, especially regarding ACP trade with the European countries. In examining the aid relationship, it traces the procedures governing project appraisal, selection, financing, implementation and evaluation which have been adopted by the European Development Fund.
