This study, first published in 1976, evaluates the important contribution of the Education Act, 1918, to the development of education in England and Wales during the twentieth century. The Act aimed to establish ‘a national system of public education available for all persons capable of profiting thereby’, and in so doing, laid the framework for the subsequent reforms in the field of education.
