Indeed, it is the book's broad scope that is its most significant strength, enabling the reader to place particular cruiser designs into a wider context, not only in terms of foreign designs but also with respect to other relevant developments. Stern is good on the political machinations that surrounded the various treaty negotiations, with a particular emphasis on the U.S. perspective....
