Public sponsorship is a phenomenon that has been gaining popularity in Brazil among federal entities, particularly municipalities. With regard to legal aspects, research on the subject is inversely proportional to its use in administrative practice, contributing to an environment of uncertainty about its structure, as an obligatory relationship, and its limits under the law. This paper analyses the scenario, proposing a reflection on what would be an appropriate methodological approach.
