Almost five years after the end of the Great Conflict, many of these problems are still facing us, and it will take many more years before they are settled. One who is interested in the statistics of conditions will find many places in which they can be found. Although statistics show what exists or has existed, they seldom provide advice regarding the solutions. The present work is entirely lacking in statistics It is intended to be of assistance in the solution of some problems.
