Nirmala Rao is Professor of Politics and Pro-Director at SOAS, University of London, UK. She has published extensively in the field of urban governance and her other publications include Cities in Transition: Growth and Change in Six Metropolitan Areas (Routledge) and Governing London (with Ben Pimlott).
Based on this conceptual foundation, the remaining chapters focus on the selected capital cities in terms of decision making within the context of devolution, relationships across urban intergovernmental structures, organizational approaches to address basic infrastructure needs, and the concentration of power within the metropolitan leadership. - E.
