RAJU G.C. THOMAS is the Allis Chalmers Professor of International Affairs at Marquette University in Milwaukee, Wisconsin. His books include The Nuclear Non-Proliferation Regime: Prospects for the Twenty-First Century, (1998); India's Nuclear Security (2000). Thomas has published over 60 book chapters and journal articles.
