Of all the factors of production, land is perhaps the least studied empirically. By drawing on extensive new evidence from research undertaken by the authors, this book seeks to discover whether the existing processes of industrial land supply, land exchange and land development facilitate or frustrate the investment strategies of manufacturing companies. The extent to which the development of industrial

land is liable to be inhibited by planning policy, lack of infrastructure, difficult site conditions or unhelpful landowners, is investigated in detail. Case studies of 120 sites for industrial development with the Cheshire-Wirral corridor

in the North West of England provide rich empirical material for the book. Good examples of current practice in industrial land development are highlighted by these case studies, while the reasons that explain poor practice are made clear.

The case studies reveal that the motives and behaviour of critical actors, such as landowners, developers, local authorities, statutory agencies and manufacturing companies, significantly influence the success of industrial development. The book therefore explores the extent to which the activities and strategies of these actors are constrained by broader social, economic and political processes. It concludes with a

series of recommendations intended to improve the availability of land for future industrial development.
